The specialty insurer is part of a larger property and casualty mutual insurance company based in the Midwest. It writes multiple lines of business, including professional liability, environmental, property, financial, and excess casualty, and continuously rolls out new lines of business to support customers.

BUSINESS CHALLENGE

The insurer embarked on a large-scale modernization initiative to enable its specialty lines business to expand profitably and efficiently. The goal was to establish the foundation for an end- to-end specialty underwriting platform and operating model that could eventually orchestrate the diverse and judgment-intensive workflows that define specialty insurance, going beyond the capabilities of traditional policy administration systems.

An effective underwriting workbench solution for the nuanced risk evaluation of specialty lines necessitated both flexibility and contextual understanding. To enable these capabilities, the insurer set out to evolve from a rules-based model to a forms-driven, orchestration-led underwriting approach — a conceptual model where multiple underwriting functions, services, and processes could be coordinated centrally.

In the existing workflow, underwriters relied heavily on email- based submissions and static PDFs, which led to inconsistencies, inefficiencies, and long cycle times. The insurer was especially focused on developing a configurable environment in which submissions, documents, and workflows could interact dynamically, providing underwriters with greater control, visibility, and decision support without heavily depending on IT. As an initial step toward its orchestration-led vision, the carrier prioritized building two foundational capabilities — submission management and forms management — to digitize intake, clearance, and document control.

SOLUTION OFFERED

The insurer partnered with ValueMomentum to co-engineer purpose-built solutions for underwriting, rooted in the specific needs of the specialty market, flexible integration, and deep integration with the carrier’s existing core systems. The initiative began with submission and forms management applications as the initial building blocks of the underwriting workbench.

The submission management system digitized the intake, clearance, and triage process, replacing email-driven workflows with structured digital submissions. It provided underwriters and operations teams with clear visibility into submission status, automated clearance checks, and configurable assignment logic, reducing delays and ensuring consistent handling of broker-submitted risks. The forms management library centralized more than 1,350 specialty forms and endorsements across multiple lines of business, introducing features for version control, tagging, and clause comparison. This ensured that underwriters always worked from the latest approved forms and could easily retrieve or adapt templates for new products or jurisdictions.

Both applications were built on a modern, modular architecture leveraging React for an intuitive user interface, .NET microservices for business orchestration, and Postgres as the data store. The solutions were deployed on AWS, using AWS Lambda for event-driven processing and integrated through MuleSoft APIs with the insurer’s Guidewire core system, rating engines, and document repositories.

The architecture emphasized configurability, enabling business users to modify clearance logic, workflow steps, and form templates without IT intervention, and flexibility to ensure the systems’ ability to scale alongside the insurer’s growing product portfolio. In addition, both solutions serve as the technological foundation of additional workbench capabilities such as appetite guidance, risk scoring, and broker collaboration.

This move toward a full underwriting workbench enabled the carrier to exceed its profitability target by two years, achieving a gross written premium of $545 million in the platform’s second year.

VALUE DELIVERED

The implementation of the submission management system and forms management solutions marked a major milestone in the insurer’s underwriting workbench journey. Both systems went live within four and a half months of the project launch; configurable workflows, reusable components, and seamless integration with the insurer’s Guidewire core system have enabled the insurer to add a new line of business to the system every month and manage the entire submission life cycle within one engagement platform.

This move toward a full underwriting workbench enabled the carrier to exceed its profitability target by two years, achieving a gross written premium of $545 million in the platform’s second year.

The submission management system has brought digital structure, transparency, and control to a previously fragmented, email-based process. Underwriters can now track submissions in real time, apply standardized clearance logic, and accelerate broker response cycles, with a 40% increase in submission intake efficiency and a 25% reduction in clearance turnaround time. The forms management library has provided the insurer with a single source of truth for all specialty forms and endorsements, eliminating duplication, reducing versioning errors, and enabling faster product updates while maintaining compliance.

Beyond efficiency gains, the initiative provided the insurer with a configurable, cloud-native foundation that can evolve to support future specialty capabilities such as AI-assisted risk scoring, appetite alignment, and broker collaboration. This first step in executing its underwriting workbench vision has already enabled the insurer to move from manual, document-driven workflows to a more orchestrated, insight-led underwriting experience.
